Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

Currently, we are seeking a part time Housing Resource Specialist to work in our Homeless Services Division. This position assists participants with maintaining housing resources under the direction of the Housing Resource Manager. The qualified applicant is responsible for site inspections, including Home Safety Checklist forms for all leased properties and keeping compliance on all governmental housing regulations and issues such as HUD, and RDA State, Local, and Federal.


Some of the responsibilities include the following

  • Assisting with source marketing affordable apartments for independent living. Responsibilities include record-keeping, and may assist with lease
    renewals, budgets, implementation and management of information systems related to housing.
  • Assisting participants in maintaining clean safe apartments. May assist with cleaning, purchase of furnishings and procuring necessities (e.g., telephone, bedding, dishes, cleaning supplies, etc.)
  • assisting with housing operations for program apartment management including; 90 certifications and recertification of residents for subsidies, collecting of rents, data entry, preparing governmental, financial and occupancy reports, evictions, inspections upon move-outs.
  • Assisting with developing, implementing and monitoring of program policies, procedures and operations.
  • Conducting initial assessments to collect participant information in order to develop comprehensive histories.
  • Serving as liaison between participants, landlords and support staff.
Job Qualifications:

Qualifications:
* B.A/B.S degree in Human Services/Social Sciences, Healthcare or a related field preferred, 3-4 years of experience in the MH/MR or related field, or any combination of experience, education or training that would provide the level of knowledge, skill, and ability required.
* Excellent communication skills both oral and written.
* Detail oriented and very strong organizational skills.
* Proficiency with computers and Microsoft Excel.
* Must be available for local travel and a valid driver's license with an acceptable driving
record(preferred).


Scope:
* Local travel required, including transporting program participants.
* Frequent talking and listening.
* Light lifting and/or carrying, not to exceed 25 lbs.
* Requires walking, climbing, bending, stooping, or kneeling associated with all building inspections and acquisitions.
* May require crisis intervention in emergency situations. May be required to report to work during emergencies, including inclement weather.
