RHD offers a generous benefits package, and this position pays an annual salary of $85,000, PLUS a sign on bonus of $3,000 ($1,500 paid upon successful completion of 90 days, $1,500 upon successful completion of 180 days).


Position Summary

START stands for Systemic, Therapeutic, Assessment, Resources, and Treatment. Our goal is to provide stability and prevent disruptive crises in participants' lives. Services are provided 24/7 on-site or remote for crisis response and consultation. The Program Director is responsible for ensuring the creation of an environment conducive to the provision of service for the individuals supported by the program, including providing supervision to ensure adherence to program regulations.

Essential Duties and Functions

Leadership, Staff Management and Organizational Strategy

  • Supervises program staff maintains an organizational culture and services where professionalism, quality care, employee engagement and empowerment, and services that further RHD's values are recognized and rewarded.
  • Ensure that the program team is knowledgeable about the corporate strategic and service line operational initiatives and provides an understanding of each initiative and how it relates to directly to their program.
  • Develops and monitors program using metrics to ensure quality staff support, oversight, and development throughout the program.
  • Oversees and participates in the recruitment, hiring, training, evaluation and disciplinary process for all employees.
  • Ensures program is filling staffing vacancies in partnership with the HR Team.
  • Serves as liaison to community network partners
  • Establishes community linkages
  • Chair and coordinate the START Advisory Council

Quality Assurance

  • Collaborate with the Service line Clinical Directors to ensure that services are trauma informed, person centered and ensuring that the recognized best practices, including Evidence Based Practices are implemented.
  • Collaborate with the Quality Assurance Team in the implementation of initiatives supporting the related RHD Strategic Objectives and other corporate wide clinical initiatives.
  • Ensures that all individuals have current and appropriate ISP's or treatment plans in place, that their needs are met, and that they are being enabled to experience the highest level of independence and/or recovery possible.

Finance, Development, and Other Operations

  • Works with program team, service coordination team, and revenue cycle team to ensure that all individuals supported have current authorizations and that all services and related notes are entered into the electronic health record timely and according to policy. Assists in the resolution of outstanding/unpaid services and claims.
  • Oversees and authorizes program financial processes, expenditures and transactions, including but not limited to accounts payable, payroll, and consumer funds, to ensure compliance with established policies and procedures.
  • Communicate funder/government information to program team to ensure understanding and compliance and attend local funder/government meetings, as requested by Regional Director.
  • Monitor and ensure all required, regulatory documentation is complete, accurate and submitted in a timely manner.

Required Qualifications

* A minimum of a master's degree in social work, psychology, counseling, or other human service field with 2 years' experience working with people with IDD and mental health needs

* 2 years supervisory experience

* Experience collaborating with community service systems

* Must be a certified START Coordinator or can complete the START Coordinator certification process within 6-12 months of hiring

* Prior experience as a START Coordinator and/or START clinical team leader preferred

* Ability to effectively use computers, pertinent technology, and mobile devices .

* Ability to effectively communicate both verbally and in written form .

* Ability to support and implement RHD values and beliefs .

* Ability to engage clients and staff in effective, therapeutic, and healthy interactions .

* Criminal record clearances, as dictated by the assigned programs .


Program Summary

PA START Allegheny is a specialized mental health support service for individuals with intellectual and developmental disabilities (IDD) and behavioral health needs. START stands for Systemic, Therapeutic, Assessment, Resources, and Treatment. Our goal is to provide stability and prevent disruptive crises in participants' lives. With trained experts in IDD and mental health, we adopt a strengths-based perspective. Participants typically engage with START for 12-18 months. START is a little different than other services (respite, intensive in-home). What sets us apart is our collaboration with various providers (schools, healthcare providers, psychiatrists, etc.) to align goals and support systems. We do not replace existing providers. Our aim is to enhance the system of care and help providers understand how to support individuals with complex needs, even after their involvement with START ends.
