JOB SUMMARY

This position manages the independent administration and accurate processing of a multi-entity, multi-jurisdictional payroll using a third party payroll service, timekeeping and report writing systems. This position is responsible for ensuring compliance with relevant internal controls, federal, state, local and international laws, rules and regulations as well as time reporting policies while working in an environment of strict deadlines. Operates in a matrix environment with Human Resources on a continuous basis and requires knowledge of HR policies, practices and procedures. Supervision of a Payroll Associate.

ESSENTIAL FUNCTIONS

  • Responsible for review and approval of the accurate processing and compliance of all aspects of the payroll process including but not limited to, processing all payroll deductions; processing and auditing compensation changes and withholding adjustments; developing annual payroll schedule; monitoring and transmitting funds to defined contribution and flexible spending plan providers; generating various reports as needed; requesting funds necessary to fund the payroll accounts.
  • Review, approve and provide semimonthly GL information to Financial Services for proper, complete and accurate recording of the payroll costs. Review and approval of month end, quarter end and year end payroll processing, including payroll tax withholding reports and required audit information.
  • Manage and review the W2 and year end process, preparation and completion. Manage the process of setting up various federal, state and local tax accounts working with the payroll provider and the various governmental agencies.
  • Manage and review all required payroll and related reports needed by appropriate staff and outside auditors/vendors using the payroll system, report writing and spreadsheet based applications.
  • Responsibility for all system changes, maintenance, troubleshooting and problem resolution, customizing standard reports and utilizing report writing features. Serve as work flow approver on all payroll changes in the third party payroll provider's self service application and updating all required changes to the payroll self service application.
  • Responsible for the processing, review and completion of any international payroll processing performed by third party vendors.
  • Supervision of Payroll Associate including resource planning, hiring, training, development and performance management. Ensure an adequate payroll backup process and procedure is in place at all times including detailed, documented payroll procedures, and contact information for essential contacts.
  • Additional projects as assigned.

MINIMUM REQUIREMENTS

  • Associates degree in accounting or business.
  • 5+ years of in depth payroll and HRIS experience.
  • Ability to work independently and under pressure of multiple deadlines.
  • Familiarity with DOL and FLSA wage and hour laws.
  • Ability to constructively communicate with staff at all levels within an organization to resolve issues and obtain information to complete projects and tasks.
  • Ability to independently resolve payroll, payroll tax and finance related problems and issues with internal and external parties.
  • Maintain up to date working knowledge of financial and HR policies, procedures and objectives.
  • Maintain current knowledge of continuously changing federal, state and local payroll tax rules, laws and regulations.

PREFERRED QUALIFICATIONS

  • Will accept a High School Diploma with 10 years of relevant payroll experience.
  • UltiPro payroll processing experience.
  • American Payroll Association certification.
  • Experience in a not for profit association or service organization.
