Christiana Care is looking for a full-timeEmergency Management Program Managertoprovide the coordination, development, implementation, and evaluation for ChristianaCare emergency management programs. This is a leadership position which requires 24-hour system-wide responsibility and preparedness for the management of major emergencies and disaster situations.

Principal duties and responsibilities:
  • Oversees the systemwide Emergency Management and Preparedness program for three acute care hospitals and several outpatient/ambulatory locations in Delaware, Maryland, and Pennsylvania.
  • Serves as chair of the interdisciplinary Emergency Management Committee, participates as a member of the Environment of Care Committee, and may be assigned to participate on or chair one or more subcommittees.
  • Develops, reviews and updates policies, procedures, and plans related to emergency management (including mass casualty, chemical, biological, radiological, severe weather, evacuation, mass fatality, etc.) as needed.
  • Works with departments to update and refine Departmental Emergency Management Plans.
  • Coordinates planning and execution of drills including development of drill scenarios, communications to management in preparation for drills, coordination of victim volunteers, coordination with participating agencies, etc. Assembles after action reports and tracks action items through completion.
  • Facilitates compliance with Joint Commission, OSHA, Public Health, infection control, safety and other regulatory standards/guidelines related to emergency management.
  • Develops and maintains positive working relationships with community response agencies including Fire, EMS, Police, Public Health, Emergency Management, etc. Attends emergency management related meetings with other agencies including the Delaware Healthcare Preparedness Committee, Delaware Division of Public Health, Local Emergency Planning Committees, City of Wilmington Anti-Terrorism Task Force, Delaware Emergency Management Agency, City of Wilmington Office of Emergency Management, and the New Castle County Office of Emergency Preparedness.
  • Develops, implements, and manages emergency preparedness funding through Federal and State grants. This includes preparation of workplans and budgets to meet grant objectives.
  • Responsible for Emergency Management of entire system's entities across various states.
  • Develops and where appropriate, presents education programs on emergency management.
  • Supervises Emergency Management Planners.
  • Manages, reviews and updates Hazard Vulnerability Analysis as needed. Meets with State and local representatives to review Hazard Vulnerability Analysis.
  • Seeks new information, research, and teachings useful to the ChristianaCare Emergency Management Program and updates employees.
  • Oversees development and updates to the Emergency Preparedness Homepage on the intranet.
  • Develops presentations for senior leadership and others as the need arises.
  • Identifies, tracks, presents, and evaluates key performance improvement metrics related to emergency management.
  • Performs assigned work safely, adhering to established departmental safety rules and practices.
  • Collaborates with IT on any systems or software implementations with direct impact to Emergency Management
Hours:Day Shift

Education and experience requirements:

  • BS degree in Emergency Management, Public Safety, Administration, or related field. Master's degree preferred.
  • Seven to ten years' experience in Emergency Preparedness/Management preferably in a healthcare setting required.
  • Five years' experience in a supervisory or leadership role preferred.
  • Preferred experience will include emphasis in development of emergency management programs, coordinating drills, and conducting training/education.

Special Requirements:

Acceptable drivers record in good standing.

Requires 24-hour hospital-wide response and preparedness for the management of major emergencies and disaster situations. As part of the Incident Management Team, this position will be expected to respond during off hours for emergencies.

Completed Certification for the following Incident Management classes: IS-700A, IS-100a, IS-200a, ICS300, ICS400, IS-800b. If this is not completed prior to employment, it must be completed within the first 90 days employment.

Knowledge, Skill and Ability Requirements:

Knowledge of emergency management principles and practices.

Working Knowledge of WebEOC, Everbridge, and other comparable Emergency Management software

Knowledge of applicable Joint Commission standards.

Knowledge of personnel and participatory management philosophy, procedures, and practices.

Knowledge of principles and techniques that elicit teamwork throughout the organization.

Skill in oral and written communication.

Ability to technically resolve problems and develop effective solutions with other staff or consultants.

Ability to demonstrate leadership skills and exercise judgment, tact, and diplomacy.

Ability to plan, prioritize, coordinate, and evaluate program operations.

Ability to interact with employees, management personnel, physicians, and visitors.

Ability to work independently with minimal direction.

Ability to respond effectively to emergency situations.
