Job Summary:

Duquesne Light Company (Company) seeks a highly skilled and experienced Manager and Assistant General Counsel, Regulatory to lead our small legal team. The successful candidate will be responsible for preparing and managing complex legal matters before the Pennsylvania Public Utility Commission (PA PUC) and Federal Energy Regulatory Commission (FERC). The successful candidate will also serve as a trusted advisor providing legal advice and guidance on regulatory matters and managing and mentoring a small team of legal professionals. This role requires a deep understanding of public utility regulation, excellent leadership skills, and the ability to effectively communicate complex legal concepts to stakeholders at all levels of the organization. The Manager and Assistant General Counsel, Regulatory will work closely with internal teams to develop and implement strategies that advance corporate adjectives and mitigate regulatory risks.

Key Responsibilities:

  • Lead, coach, and mentor a team of regulatory legal attorneys and paralegal.
  • Represent Duquesne Light in legal matters before the FERC and PA PUC.
  • Provide expert legal advice and guidance on FERC and PA PUC matters to internal stakeholders, including management, business units, and cross-functional teams.
  • Aid in the development and implementation of policies, procedures, and training programs to promote compliance with applicable regulatory requirements.
  • Collaborate with internal business partners to assess the impact of regulatory changes on business operations and develop strategies to mitigate risks or challenges.
  • Conduct legal research and analysis to support the development of legal positions and strategies in response to regulatory inquiries, investigations, and enforcement actions.
  • Draft, review, and negotiate contracts, agreements, and other legal documents related to regulatory compliance.
  • Represent the organization in interactions with regulatory agencies, including participating in regulatory audits and investigations.
  • Manage external legal counsel, as necessary, to ensure effective representation and support in regulatory matters.
  • Stay informed about industry best practices and emerging trends in regulatory compliance to proactively identify opportunities for improvement and innovation.
  • Oversee the management of legal documentation, records, and databases related to regulatory compliance.

Qualifications:

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Admission to the Pennsylvania bar or the ability to be admitted within 6 months of employment.
  • Minimum of 7 years of experience practicing law, with a focus on utility regulation, environmental law, or other applicable energy related disciplines.
  • Minimum of 3 years of experience managing attorneys and/or other professionals preferred but not required
  • Expert knowledge of relevant laws, regulations, and industry standards, such as utility ratemaking, energy efficiency and conservation, transmission line siting, etc.
  • Strong leadership and management skills, with the ability to effectively lead and mentor a small legal team.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization.
  • Proven ability to manage multiple projects and priorities in a fast-paced environment.
  • Experience working in a regulated industry, such as public utilities, is preferred.
  • Demonstrated ability to work independently and as part of a team, with a high level of professionalism and integrity.
  • Strong attention to detail and organizational skills.

Primary focus is on day to day management of operational execution also develops and exercises business plans, policies, and procedures. Contributes to proactive planning exercises of management team as requested. Trains and develops staff. Plans the work flow. Looks for areas of process improvement and directs available resources to accomplish this. Leads changes and implementations for direct team as pushed down through the organization.

Hybrid Work:

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

Storm Roles:

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Please be sure to discuss storm roles with the hiring manager for this position, as duties can vary across the Company.Examples of storm roles could include but aren't limited to duties such as: working with operations for service center support or with the communications, customer service or government affairs teams to respond to public and customer requests for information, etc.

Data Governance

Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
