Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

We are searching for a Regional Director to oversee home and community based services for adults with intellectual disabilities across multiple counties in the Southeast Region of Pennsylvania. Residential habilitation will be delivered in settings inclusive of Community Residential Rehabilitation Services (CRRS), Community Homes (Community Homes for adults C.H. 6400 regulations) and Unlicensed Residential Rehabilitation (Supported Living).

The Regional Director is responsible for establishing and implementing policies and procedures in relation to ongoing program operations and quality assurance in all service areas. This person will market the services in an effort to encourage further program growth as well as successful person-centered planning.

KEY ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Planning & Quality Management:

  • Promotes and embraces person centered supports by ensuring plans of service are based on the expressed interests, needs, hopes and dreams of persons served as well as their strengths and abilities in order to achieve desired outcomes.
  • Promotes the integrity of people with disabilities into the most beneficial community based residential setting.
  • Ensures that the programs are in compliance with all applicable regulations and certification requirements (CARF, ODP, OMHSAS etc.) Ensures programs meet outcome standards, quality service review requirements, licensing regulations and applicable funding source requirements.
  • Addresses and resolves complaints/grievances, guardian/family/staffing issues.
  • Ensures that the finances and eligibility of benefits for individuals are properly maintained and monitored. Ensures programs maintain compliance with service documentation requirements for billing purposes

Individual & Program Development:

  • Develops relationships with all current and potential referral sources (ODP OMHAS, DBH and area business group and private paying families) to increase new referrals and admissions to the services
  • Develops relationships with other providers, funding sources, and networks on new strategies and systems of program development.
  • Seeks out and oversees service expansion initiatives with guidance from the Vice President. Develops additional community residences and/or residential alternatives.
  • Manages, develops, and maintains residential budgets for assigned areas of responsibility.

Supervisory:

  • Supervises and trains directors in management, program development, and planning skills through ongoing regular meetings and individual supervision and development
  • Functions as primary point of contact with Administrative Entities, municipal departments and governmental entities which fund, review, license or otherwise influence the services provided.
  • Assures all services operate in accordance with principles of Positive approaches, person centered approaches and principles elaborated on in Everyday Lives.

Professional Competencies:

  • Understanding the nature of human systems: individual, group, organization, community and society, and their major interactions for individuals with developmental disabilities and an acquired brain injury.
  • Understanding the conditions which promote or limit optimal functioning and classes of deviations from desired functioning for individuals with developmental disabilities.
  • Skill in identifying and selecting interventions which promote growth and goal attainment for individuals with developmental disabilities.
  • Skill in planning, implementing and evaluating interventions for individuals with developmental disabilities.
  • Consistent behavior in selecting interventions based on Horizon House mission and values.
Job Qualifications:

REQUIREMENTS

  • Ideal candidates will possess strong leadership and communication skills, be highly organized and have extensive supervisory/managerial experience, and demonstrated success in problem-resolution.
  • Must have the ability to communicate effectively.
  • 7 years of experience working with people who have a developmental disability or diagnosis of Autism required.
  • Master's degree (M. A.) from an accredited college or university and 10 years of experience in administration and/or senior leadership
  • A strong background in Developmental Disabilities and /or Home and Community Based funded services
  • Must possess valid driver's license with a clear driving record.

Scope:

  • Required sitting for long periods of time.
  • Light lifting and/or carrying, not to exceed 25 lbs.
