Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

We have an opening for a Clinical Services Specialist position in the Delaware County area. The Clinical Services Specialist facilitates participant assessment, habilitation planning, counseling and implementation of psychosexual services for adults with co-occurring intellectual disability and mental illness. This position functions as key liaison between Developmental Services and Behavioral Health Services, and also external providers.

  • Trains and supports staff in recovery oriented services with emphasis on substance abuse issues.
  • Ensures compliance with all funding source regulations and Agency policies and procedures.
  • Participates in the analysis and identification of service delivery gaps, changes and problems under the guidance of the supervisor and implement appropriate action plans with Division staff.
  • Develops and assists with the preparation and implementation of policies and procedures.
  • Provides expertise and training to program staff in the area of substance abuse.
  • Provides clinical assessment and consultation to staff and clients regarding client goals and follow-up.

Job Qualifications:
  • M.A. degree in Human Services/Social Sciences, Healthcare or related field, at least 3 years of experience in the MH/MR field: or any combination of experience, education or training that would provide the level of knowledge, skill and ability required.
  • Minimum of 2 years substance abuse experience.
  • Detail oriented and very strong organization skills.
  • Strong counseling and direct service skills.
  • Ability to work well as a member of a team and with all levels of staff.
  • Ability to travel to residential locations.
  • Ability to develop and conduct clinical training's for staff

Scope:

  • Requires the ability to lift, carry, fold, kneel, reach, stoop and bend which may include direct intervention with clients.
  • Possess manual dexterity and fine motor skills.
  • Must be available for local travel.
  • May require crisis intervention in emergency situations.
  • May be assigned to complete 24 hour on-call beeper coverage as assigned/needed.
  • May be required to attend training to become a certified agency investigator. May conduct investigations and participate in the agency rotation of on-call investigators. This requires carrying a beeper and responding to investigation hotline calls during on-call beeper coverage.
