Job Summary: The Attorney IV - Regulatory Law will handle a variety of regulatory legal matters, including representing Duquesne Light in formal proceedings at the Federal Energy Regulatory Commission (FERC) and Pennsylvania Public Utility Commission (PA PUC), as well as providing comprehensive client counseling and strategic support on utility regulatory issues.

Key Responsibilities:

  • Work independently to handle legal matters before and related to FERC and PA PUC proceedings. Regulatory legal matters may include, but are not limited to, transmission line siting applications and planning; rate proceedings; retail electric supply proceedings; customer complaints, matters related to customer billing and payments; energy efficiency, low-income assistance, electrification, and other programs; tariff filings and enforcement; and investigations and audits.
  • Collaborate with internal business partners to assess the impact of regulatory changes on business operations and develop strategies to mitigate risks or challenges.
  • Conduct legal research and analysis to support the development of legal positions and strategies in response to regulatory inquiries, investigations, and enforcement actions.
  • Draft, review, and negotiate contracts, agreements, and other legal documents related to regulatory compliance.
  • Represent the organization in interactions with regulatory agencies, including supporting regulatory audits and investigations.
  • Stay informed about industry best practices and emerging trends in regulatory compliance to proactively identify opportunities for improvement and innovation.
  • Oversee the management of legal documentation, records, and databases related to regulatory legal matters.

Qualifications

  • J.D. or equivalent degree
  • Admitted to practice law in Pennsylvania.
  • At least five years of experience practicing law, including at least three years of regulatory experience in the energy, utility, or other highly regulated sector.
  • Excellent written and verbal communication skills.
  • Ability to develop subject matter expertise, strategic thinking.
  • Ability to work collaboratively within various levels of the Company and across all disciplines.
  • Experience handling administrative litigation processes.
  • Ability to conduct legal research.
  • Ability to coordinate and prioritize multiple tasks.
  • Strong organizational skills: and ability to influence and professionally interact with employees and external stakeholders.

Decision Impact: Problems and issues faced are complex. Draws on past experience on a regular basis to solve problems and take new perspectives on existing solutions. Accountable for direct level of reasoning and decision making.

Scope:

Primary focus is on daily deliverables, outputs and reporting. Accountable for managing one's own time and work flow but may be leading projects or project steps. Work is typically complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but less frequently. Acts as a resource to less experienced staff on routine issues.

Hybrid Work:

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

Storm Roles:

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Please be sure to discuss storm roles with the hiring manager for this position, as duties can vary across the Company.Examples of storm roles could include but aren't limited to duties such as: working with operations for service center support or with the communications, customer service or government affairs teams to respond to public and customer requests for information, etc

Data Governance

Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
