DESCRIPTION OF WORK

As part of this position, your responsibilities will include developing rates, such as capitation rates, analyzing rate ranges, maintaining documentation, preparing contract appendices, and managing projects. Additionally, you will calculate and report payment obligations resulting from HealthChoices agreements. You will also draft correspondence related to these obligations and answer any questions that arise. Another aspect of your role will involve projecting future enrollment for managed care in assigned HealthChoices zones. These projections are crucial for budget requests, rate setting, waiver cost effectiveness, and other purposes. You will analyze enrollment data based on geography and demographic factors to identify patterns and trends. You will compare projected enrollment to actual results and determine the reasons for any variances and their financial impact. Furthermore, you will compile historical enrollment and payment data for the assigned zones, which will be used by our actuarial consultant for rate setting and projecting future enrollment. You will organize and analyze this data, which may involve reviewing budget information or applying mathematical, systems, or statistical methods to draw conclusions, make recommendations, and propose program alternatives for higher-level decision making. Additionally, you will analyze and prepare data for the cost effectiveness portion of federal waiver requests. You will develop written results and documentation for your analytical projects, which will be used by upper management and others. Finally, you will prepare tables and graphs from data analysis to be included in final work products, whether presented orally, in writing, or in the form of narrative or statistical reports.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, you are required to report to the office one (1) day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1; or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
