In this position, your main responsibilities involve handling administrative and technical tasks related to budget administration, contracting, and procurement for the Information Technology (IT) department of the Infrastructure and Economic Development (IED) Delivery Center. This includes procuring IT hardware, software, and services for all Pennsylvania Department of Transportation (PennDOT) offices. You will be responsible for managing the budget and analyzing funding for each operational appropriation and various program areas. It is crucial to have a good understanding of IT technical terms, ITQ contracts, and specific terms and conditions for IT software.
Your role also includes overseeing daily purchasing activities, monitoring bureau procurement, and collaborating with bureau directors, program managers, and IT staff to evaluate purchase requirements and provide technical advice on commodities or services. Additionally, you will offer guidance to bureaus, sections, and divisions in preparing technical requirements for procurement, including discussions on utilizing the Office of Administration Invitation to Quality for Information Technology Services (ITQ).
