Graymont (PA) is seeking an HSE Specialist to support the HSE Department in the management and continuous improvement of facility-wide health, safety, and environmental initiatives.

Summary

Graymont (PA) is seeking a qualified individual that can fill the role of HSE Specialist. This position is responsible for supporting the HSE department, which manages facility-wide health, safety, and environmental initiatives. This particular role will be more environmental-focused; however, the HSE Specialists will work together to support actions focused on continuous improvement in health, safety, and environmental performance, and assist in the management of key performance indicators. The HSE Specialist must have excellent communication skills and be able to engage employees at all levels while maintaining effective communication with site management.

Duties and Responsibilities

The successful candidate for HSE Specialist must have a combination of knowledge and experience to effectively support the HSE Department in maintaining compliance with local, state, and Federal regulations as well as corporate objectives by doing the following:

Environmental:

  • Compliance Management: Manage and track compliance with environmental requirements stipulated by permits (Title V, Plan Approvals, Susquehanna River Basin Commission [SRBC] dockets, NPDES, Water Quality Management, Mining, waste) and other federal, state, and local regulations (Spill Prevention, Control, and Countermeasure [SPCC], Greenhouse Gases [GHG], RACT, NESHAPs, NSPS, Chemical Data Reporting [CDR], storage tanks). Manage site inspections by PADEP, SRBC, United States Environmental Protection Agency (USEPA).
  • Monthly, Quarterly, Semi-Annual and Annual Reporting: Prepare and submit environmental compliance reports, including but not limited to Discharge Monitoring Reports (DMRs), groundwater monitoring reports, water usage reports, Title V reports, Continuous Emissions Monitoring System (CEMS) reports, and waste reports. Manage the incoming data used to develop these reports along with the equipment used to generate the data, ensuring that quality assurance and maintenance requirements are scheduled and completed. Complete requests for information supporting GHG, Toxics Release Inventory (TRI), and Air Emission Inventory reporting; coordinate reporting activities with Corporate HSE to ensure all reports are completed accurately and on time to state and federal regulatory agencies.
  • Emissions Testing: Coordinate with plant functions and Corporate HSE to plan and complete on-site emissions testing. Ensure compliance with all internal and external environmental and regulatory requirements.
  • CEMS: Ensure that the CEMS remain functional and certified to provide the data necessary for the plant to maintain compliance.
  • Permitting and Projects: Provide support to Corporate HSE as necessary to obtain critical permits and other authorizations. Initiate and execute plant-level HSE-related capital projects.
  • Graymont Environmental Standards: Manage the implemented Graymont Environmental Standards with a focus on continuous improvement. Lead the Environmental Subcommittee and coordinate continuous improvement projects annually with the site management team.

Safety:

  • Plant Safety Culture Leadership: Support an initiative to improve on the site safety culture. This includes analyzing current leading and lagging indicators and presenting them to employees at the facility at all levels in formats that can be used to demonstrate the site's progression.
  • Safety Training: This position will support the coordination of annual refresher training (ART), monthly site training sessions during 1st, 2nd, and 3rd shift, mandatory safety trainings (CPR/AED, crane training, etc.), and site-specific trainings for contractors, carriers, and visitors. This will also include supporting task training to identify additional critical tasks and positions that require additional training by a competent person.
  • Hazard Identification and Control: Support the assessment of risks of current tasks and positions, both proactively and reactively, using the fundamental components of a Job Hazard Analysis (JHA). As a result, this position will work with the HSE Department on strategies to reduce the risk through the application of the hierarchy of controls.
  • Graymont Safety Standards Implementation: Support the implemented Graymont Safety Standards with a focus on continuous improvement.
  • MSHA/PADEP Compliance: Support actions with the Mine Safety and Health Administration (MSHA) and the Pennsylvania Department of Environmental Protection (PADEP) inspectors.
  • Near-Miss/Accident Investigations: Support managers in incident investigations by utilizing the Graymont investigation process.
  • HSE Committee: Actively participate in the site HSE Committee and promote employee engagement.

Health:

  • Health Monitoring: Support industrial hygiene sampling efforts including onsite field activities. Support the review of health studies to ensure data measurements are valid and health exposure risks are accurately identified. As necessary, support completion of corrective actions to reduce health risk.

Other:

  • Work in a collaborative environment. Be part of an effective team within the plant that works well with other functions: sales, marketing, finance, human resources, engineering, and corporate HSE.
  • Coordinate and manage multiple projects and assignments, analyze process data, troubleshoot plant operations, and assist in the implementation of solutions.
  • Perform "on-call" duties on rotation with the supervisory team.

Qualifications

  • Science/Engineering related bachelor's degree required; a degree in Health, Safety and/or Environmental emphasis preferred.
  • Experience interacting with regulatory agencies preferred.
  • Excellent verbal and written communication skills.
  • Ability to work and solve problems independently.
  • Ability to manage multiple projects concurrently.
  • Successful in both team and individual-based work environments.
  • Strong analytical skills and attention to detail.
  • Proficient in basic computer software (Excel, Word, PowerPoint, Outlook, Relational Databases).
