Overview

This vessel position reports to the Commissioning Management Specialist and is responsible for leading Safety and Technical oversight on offshore wind related electrical equipment as well as HV switching activities. Responsible for writing switching plans and perform complex high voltage switching. This individual performs oversight on crews working on electrical equipment including but not limited to: power transformers, protective relays, GIS circuit breakers, control and supervisory equipment, voltage regulators and other equipment within an electric power substation, either on an offshore vessel or on shore.


Responsibilities

* Lead by example to foster a team environment, independently and with others while maintaining a high level of initiative and self-motivation.
* Perform electrical apparatus testing and interpret test results without supervision.
* Perform basic troubleshooting and problem analysis associated with substation equipment, including but not limited to: Drawing Errors and Omissions, Wiring Errors and Omissions, Equipment Malfunctions, Questionable Apparatus Test Results and Battery Ground Faults.
* Participate in project meetings including but not limited to: kickoff meetings, planning meetings, progress meetings, lessons learned meetings.
* Identify risks and associated mitigation techniques on utility systems and equipment. Work with contractor to impliment solultions and future risk mitigation.
* Develop a Site Risk Assessment to document all high-risk construction and commissioning activities and to formalize the processes of circuit isolation and restoration in a manner that ensures no unintended operations of station equipment and protection systems and personnel safety.
* Prepare detailed daily, weekly, and project completion reports and documentation that includes project progress, issues or problems, recommendations, test results and analyses.
* Ensure proper project drawing management and general housekeeping is kept onsite at all times. Ensure Working/Field Copy of project drawings updated continuously throughout the project to ensure they accurately reflect the as-left condition of the project at the end of each day.
* Make certain all applicable tests and/or commissioning activities are performed on every piece of equipment or system in accordance with planning and project documents. Make certain all test results are acceptable and permanently recorded, filed and distributed properly. Escalate issues as appropriate.
*Review and approve detailed test reports of various types of electrical equipment.
* Assist engineers and technicians, as required, during commissioning and startup of systems and equipment.
* Conduct formal walkdown procedure on complex on and off-shore high-voltage equipment prior to energizing any equipment including but not limited to: SF6/GIS Breakers, Circuit Switchers, Power Transformers, Capacitor Banks, Bus, CTs, PTs, CCVTs, Wave Traps, Disconnect Switches, Surge Arrestors, Regulators, Reclosers, Cables, DC Battery Banks, Grounding, Generators, Station Service Transformers, AC/DC Panels.
* Demonstrate mastery understanding and application of ANSI Standards, National Electric Safety Code, and the Company's design and construction standards into day to day work activities. Demonstrate mastery understanding of AC & DC schematics, wiring and drawings, one line and three-line interconnection diagrams.
* Demonstrate mastery working knowledge of HV switching and LOTO practices, including open air and GIS equipment operations.
* Mastery understanding of medium and high voltage substation equipment.
* Lead adherence to TRC and client Health and Safety Management System, which includes but is not limited to: Health and Safety Plans, Job Hazard Analysis, Daily Pre-Job Safety Tailboards, Near Miss Reporting, Incident Reporting, OSHA requirements, and all required Safety Training.
* Perform oversight of crews working on electrical equipment.
* Responsible for mentoring and training of new technicians
* Other Duties as assigned


Qualifications

* Minimum of High School or equivalent
5+ years of relevant experience working with medium/high voltage systems
* Demonstrated mastery understanding and interpreting drawing systems such as one line diagrams, arrangment of equipment drawings and electircal skamatics.
* Demonstrate knowledge of large-scale substation commissioning fundamentals and processes.
* Must meet the requirement for safe operation of climbing gear.
* Able to work in and around water, at elevated heights, travel by boat and helicopter.
* Must be available travel out-of-town several weeks at a time and travel internationally if needed.
* Able to work a minimum of 14 consecutive 12+ hour days in a rotating shift schdule to include day/night shifts, holidays and weekends.
* Use proficient verbal and written skills to lead effective communications with clients, agencies and the general public.
* Effectively work through language barriers in a multilingual environment.
* Able to wear all required PPE for work and training operations including but not limited to climbing gear.
* Must be able to lift up to 50 pounds.
* Maintain OSHA 10 Training Certification
* Obtain and maintain required First Aid certificate prior to project site deployment.
* Pass and maintain required offshore rescue and survival courses prior to project site deployment.
* Pass and maintain required GWO (Gobal Wind Organization, HUET (helicopter under water escape training) and CA-EBS prior to being deployed to project site.

* Proficient computer operation and able to work with Adobe, MS Office suite.
* Valid U.S. Passport or ability to obtain within 60 days of hire.
* Maintain valid driver's license. Must be at least 21 age in order to operate a Fleet Vehicle for insurance purposes

Typical Working Conditions:

Offshore conditions will include exposure to heat, cold, direct sunlight, possible high winds and rough seas, high noise from construction equipment, fumes, dust and chemicals. 12+ hours of standing/walking/kneeling per day on possibly moving platforms. Living conditions will be housed and fed on a crew boat. Work locations will be on concrete platforms and structure bases. Offshore Duties: General substation construction environment, Fenced area, uneven terrain, 8+ hours of standing/walking per day, dust noise, chemicals, heat and cold, direct sunlight exposure.

Equipment Used:

Standard hand tools, basic electrical meters and handheld test equipment. Laptop/tablet computer. Insulated fiberglass switching tools. Ladders and climbing safety tools/gear.

Essential Physical Tasks:

Must be able to lift at least 50 pounds per client. Walking and standing for long periods, bending, kneeling, working on elevated equipment, ability to swim. Utilize cumbersome PPE to perform HV electrical switching.
