Job Summary

The Office of Research & Innovation is responsible for research policy and integrity, research administration and contract negotiations across Drexel University and leads research engagement initiatives including partnerships with public sector agencies, industry, military, and other organizations in pursuit of scholarly activities. The Export Control and COI Specialist is responsible for assisting with the facilitation of the administration of research conflicts and the COI program within the Office of Research & Innovation. Conflict management seeks to identify and mitigate conflicts arising from university employees or students that have financial interests in outside entities or activities. In addition, this role engages with researchers to manage export control risks, conduct restricted party screening and assist with export control classification requests. A significant part of the position's responsibilities involves assisting in maintaining compliance with the Public Health Service regulations on Promoting Objectivity in Research and Responsible Prospective Contractors (42 CFR, part 50, Subpart F and 45 CFR, Part 94, respectively).

This role coordinates all functions of the University Research Compliance Conflict of Interest Program (individual, university and institutional) and the export control program. The individual in this role would collaborate and work closely with respective committees and assist in ensuring adherence to federal, state and institutional regulatory requirements.

Essential Functions

  • Research Conflict of Interest Operations Administration
    • Serves as administrative contact of the Conflict of Interest programs.
    • Conducts intakes of research conflicts of interest requests and reviews and triages appropriately.
    • Maintains log of requests for all Conflict of Interest programs including dates received, completion dates, and relevant information required for successful project management.
    • Maintains calendar and schedules of trainings and events for Research Conflict of Interest (RCOI) programs
    • Schedule meetings and events related to RCOI
    • Assist in the development of COI management plans and responsibility for monitoring compliance
    • Assist in the analysis of SFIs with federal research and monitoring compliance with federal regulations, including Subpart 9.5 of the Federal Acquisition Regulation covering Organizational Conflicts of Interest
    • Updates teams' SOP wiki regularly
    • Builds strong relationships with staff and faculty
    • Acts as the administrative liaison with the Assistant Director of COI, the RCOI Committee and the concerned principal investigators (PI's) to communicate timelines, comments and PI revisions and responses
    • Supports RCOI committee as needed administrative support to committee chair, members and Assistant Director of COI with respect to committee administration.
    • Maintains required documentation of all RCOI committee business including committee membership rosters, meeting agendas and minutes and committee sharepoint site.
    • Assists in drafting university communication regarding changes of policy, schedules of training and other relevant information pertinent to University stakeholders.
    • Update related forms and FAQ section of the RCOI website in partnership with related stakeholders
  • Export Control Operations Administration guides University personnel through understanding and complying with complex federal export control regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the regulations administered by the Treasury Department's Office of Foreign Assets Control (OFAC).
    • Provide day-to-day operational export and trade regulation guidance and support to program personnel for proposed exports, re-exports, deemed exports, management of controlled data, and other activities, including jurisdiction and classification determination, screening all parties to transactions, and conducting licensing analysis.
    • Conduct ongoing monitoring of monthly customs imports for proper classifications and request corrections as needed.
  • Education and Outreach
    • Maintains compliance training records for RCOI and issues certificates of completion to participants
    • Ensures updates to the Collaborative Institutional Training Initiative (CITI) in collaboration with relevant stakeholders and sends a regular report to the Assistant Director of COI and/or the Executive Director of Compliance
    • Communicates training events in the ORI newsletter
    • Facilitates/Conducts COI training across the University
  • Other duties as assigned

  • Bachelor's Degree or
  • 3-5 years of experience

This position is classified as Exempt, grade L. Compensation for this grade ranges from $62,630 - $93,950. Please note that the offered rate for this position typically aligns with the minimum to midrange of this grade, but it can vary based on the successful candidate's qualifications and experience, department budget, and an internal equity review.
