Job Description/Essential Functions:
Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

We are seeking a qualified Assistant Billing Director to support our IST department. Some of the responsibilities include:
  • Directly manages day-to-day activities of billing staff. Ensures daily electronic/paper billing submission to appropriate payer and monitors follow up activity on open receivables.
  • Assigns workload to direct reports and supervises major billing projects.
  • Review all billings for accuracy.
  • Keeps abreast of billing regulatory changes and informs staff of new developments. Conducts in-service education sessions where applicable.
  • Maintain all billing spreadsheet(s) that lists the following: weekly billing, weekly denials, weekly voids, weekly deposits, and monthly breakdown.
  • Completes a comprehensive audit (at minimum quarterly) of all services billed per participant to ensure all billable services have been billed.
  • Monitor and ensure payments are being made per the terms of the insurance contract.
  • Collect and follow up on all outstanding contracts/claims.
  • Works with the AR Coordinator to achieve established goals for accounts receivable, cash collections and outstanding client balances.
  • Ensure that Billing payments are current, and all delinquent accounts are being monitored and reviewed in a timely fashion.
  • Coordinate month end closing with Fiscal to verify and adjust balances at month end to produce accurate reports for reconciling all A/R.
  • Ensures compliance with established internal control procedure by examining records, reports, operating practices, and documentation. Completes audit work papers by documenting audit tests and findings for Horizon House.
  • Correct system issues related to billing, patients, and providers as directed by management.
  • Assist with credentialing and on-boarding of new providers.
  • Manages all billing functions that include development and maintenance of systems to ensure timely and accurate billing operations.
Job Qualifications:

The successful candidate will have the following:

  • High School diploma or a combination of education and experience that would provide the level of knowledge, skill and ability required. A minimum of three years of experience in the Medical Insurance/Healthcare billing and collections (electronic) field.
  • At least 1-year experience covering a mental health/behavioral health/psychiatry accounts.
  • A minimum of two (2) years supervisory or management experience required.
  • Thorough understanding of collections, payment posting, revenue cycle, third party payers, Medicare and medical billing rules and regulations.
  • Previous collections experience with proven results (Ex: claims submission, credentialing, handling claim denials, and advocating on behalf of the provider).
  • Strong analytic skills with advanced problem-solving ability.
  • Excellent organizational skills with attention to detail.
  • Experience with EHR practice management software (Credible a plus)
  • Intermediate knowledge of Microsoft Office.

Scope:

  • Required sitting for long periods of time.
  • Light lifting and/or carrying, not to exceed 25 lbs.
