Job Description

GENERAL PURPOSE
The HVAC/R Technician 1 performs skilled maintenance, installation, and repair work to heating, ventilation, air conditioning, and refrigeration systems.

SUPERVISION RECEIVED
This position reports directly to the Chief Operations/Maintenance Superintendent, Operations & Maintenance Supervisor, HVAC/R Technician 2, and in their absence may report to Operations Maintenance Associate Supervisor.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Receives work and job orders for repair, installation or other maintenance work with heating, ventilation, and refrigeration fixtures and/or systems such as air conditioning and heating units, ice machines, refrigerators, freezers, water fountains, fans and electronic air cleaners, pumps, and related equipment.

Inspects and studies building and mechanical plans and drawings to identify work requirements and plans. Prepares area for work, including opening partitions as necessary for access to affected area or system and makes repair or alteration, installing pumps, parts, etc. 

Connects associated electrical and/or electronic control, test or related equipment into systems and finishes job to ensure conformance to requirements, codes, and accepted trade standards.

Determines materials needed for jobs, checking against supplies. Secures materials and equipment for each job.

Coordinates schedule for job performance, including the shutoff of water, power, and other elements, with other building personnel and those in affected area.

Follows standard safety practices, including safeguarding building users, visitors or residents. May keep records of jobs performed, materials used, and related information.

Reads and records control and measurement systems, reporting findings to building or facility management personnel. Works with contractors, inspectors, and vendors to plan and coordinate efforts in larger installation, alteration, or repair jobs.  

May instruct and oversee the work of other personnel providing assistance with jobs.

May assist other trades personnel and/or perform such maintenance work.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma, which includes a vocational education certificate/credits in HVAC/R; OR

Completion of a post high school/college HVAC/R program; AND

Possession of a valid EPA Refrigerant Transition and Recovery Certification Type I and II is required; AND

Employees assigned to this title will be required to possess and maintain a valid and current motor vehicle operator’s license. Must have an acceptable driving record.

KNOWLEDGE, SKILLS, AND ABILITIES  
Thorough knowledge of plumbing, electrical, refrigeration, all types of refrigeration equipment, and related principles, practices, methods, and techniques commonly employed in the repair, alteration, and installation of heating, ventilation, and refrigeration fixtures and systems.

Thorough knowledge of the tools, substances, and safety precautions of the heating, ventilation, and refrigeration field.

Knowledge of principles and practices addressed by and general provisions of trades, environmental, safety, and other code requirements.
Knowledge of building automation systems, including troubleshooting.

Skill in the use and maintenance of trades tools and materials.

Ability to read and interpret building and mechanical plans and sketches.

Ability to understand and follow verbal and written instructions.

Ability to lift, carry, and maneuver into position fans, pumps, circulators, compressors, and other such heavy and/or unwieldy fixtures under very undesirable conditions.

Ability to work in close proximity to nursing facility patients, families, and visitors if required by work assignment. 

Ability to establish and maintain effective working relationships with employees and contracted service personnel.

Ability to operate a personal computer to enter information into, and secure information from, established programs (daily HVAC monitoring and control systems).

Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work. Mechanic’s tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance. Electronic vehicle diagnostic equipment, telephone or cell phone, personal computer, calculator, and mobile or portable radio.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear, use hands to finger, handle or feel or operate objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl.

The employee must frequently lift and/or move up to twenty-five (25) pounds, and occasionally lift weight up to one hundred (100) pounds.

While performing the duties of this job, the employee frequently works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic, or caustic chemicals.

The noise level in the work environment is moderately noisy.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents.  Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
 
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.
 
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
 
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
 
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%.   Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.

The starting salary for this position is $22.2083 per hour ($46,193 annually), and is non-negotiable.
